Wolves and beef labels, both on a 90-day clock
President Trump signed Executive Order 14425 on September 4. It gives Interior 90 days to decide whether the gray wolf and the Mexican wolf have met their recovery criteria under the Endangered Species Act, and to start delisting or downlisting them if they have. Agriculture gets the same 90 days to review every authority that could support mandatory country of origin labeling for beef, and may then issue a rule, though the order does not require one. Nothing is delisted and no labeling rule exists yet.
Border cash reports now start at $1,000
The Financial Crimes Enforcement Network now requires money services businesses in five Texas counties and three in New Mexico to report cash transactions between $1,000 and $10,000. The existing requirement above $10,000 stays. Certain Texas businesses are exempt while court orders blocking the 2025 version hold, and Treasury calls the whole thing a move against cartel finance.
Missouri's new map is off for November, for now
The Missouri Supreme Court ruled unanimously that November runs on the 2022 map, and the secretary of state has asked the U.S. Supreme Court to pause that ruling. Justice Brett Kavanaugh ordered a response by noon Monday. The newer map, passed by the legislature and signed by the governor, was expected to give Republicans seven of eight House seats.
Judge blocks the Postal Service mail ballot rule again
Judge Indira Talwani issued a new preliminary injunction Friday against the Postal Service rule that would deliver mail ballots only to voters on a federal eligibility list, according to American Greatness. The Supreme Court had vacated her earlier order as premature, without reaching whether the policy is constitutional. The administration says it will appeal.
$11.2 million to plan 15 rural residency programs
Health and Human Services put $11.2 million into planning 15 new residency programs in rural and tribal communities. The grants buy accreditation, curriculum and recruiting over three years, not operating slots. Nationally the program has produced 818 approved positions since 2019, which is the number that says what it is worth.
